CHECK BEFORE MAKING BRACHA

Although most brochos are said before a person does the mitzvah, the bracha for Tzitzis is said while the Tzitzis are held in the hand. Therefore, the Tzitzis should be unfolded and the "beged" (garment) should be spread out and carefully looked at, before the bracha is said.
