Many people know that they have sinned by speaking Loshon Hora, but they don't know how to do teshuva. Since they have spoken Loshon Hora so many times, they don't even know whom to ask for forgiveness!
The Chafetz Chaim tells those people, "Don't give up hope!" How should we do teshuva? If someone spoke Loshon Hora in public, he should teach others about the importance of Shemiras Haloshon. This will strengthen many others in their commitment to refrain from Loshon Hora, and hopefully, Hashem will forgive him for his sin and protect him in the future
